Kicking The Commander

OK, first off I would like to say that I do not know server commands like theback of my hand, so if I am wrong about something please say so.
After playing in a server in which 3 out of 4 rounds ended with a stupid commander (either built pure respawn portals,went afk after getting in, or recycling everything when we got attacked by aliens) I have to say I dont like how the current voting system works. "You can only vote once per game." that is the flaw right there. More than once my team didnt realize a vote to kick the commander had arisen (even after yelling at them) and ended in a kick failure, all the ones who truely wanted him kicked wasted their vote because the others either didnt listen or didnt know how to vote. Afterwards none of us could start another vote due to the above quote. So if it is not possible now, I ask that it should change to you can only start a vote once per game, but if someone else starts it you can vote all youd like. I know one of you will probably just tell me 'go to a server with an admin', and so far after playing in about 20+ servers only one had an admin present.
