Part of it is black and part of it is lighter black, looks like you rotated the image or something weird.

You only have to start the file. It installs automaticly.

It was really bad, I'm going to try and make my own. I'll post that one.

<edit>Found System Boot screens, so I don't have to make a GameCube one:
X-Box:http://www.themexp.org/preview.php?mid=7352&type=boot&view=date&page=24&cat=&name=BSOD+Win95.zip
PS2:http://www.themexp.org/preview.php?mid=8165&type=boot&view=date&page=34&cat=&name=PS2.zip
GameCube:http://www.themexp.org/preview.php?mid=23030&type=boot&view=date&page=34&cat=&name=GameCube.zip</edit>
<edit2>I also made my, own the way to install these could screw up your system. So this if for BootSkin, for people who don't want to mess with .ini files and worring about corrupting their system. Picture: </edit2>
Don't you mean a 16-bit colour palette?
16 bit is 256 colours.
BTW nice find <!--emo&:)--><img src='http://www.unknownworlds.com/forums/html//emoticons/smile.gif' border='0' style='vertical-align:middle' alt='smile.gif' /><!--endemo-->
<edit> It's appearing just black, so I'm uploading another version, hoping this works. If you manage to get it working, please post it!</edit>

No 16 color. It has to be 16 color. AKA 8 bit
In that case....
Set Image mode to Indexed, and set the settings as follows:
Palette : Local(Perceptual)
Colors : 16
Forced : None
Leave other settings as is, and save
I went to themexp.org, and got a bootscreen, nice lil dragon & tiger ying yang one.
Followed the instructions, I rebooted in safe mode, I replaced my old ntoskrnl.exe with the new one, and restarted. I see the new bootscreen, but then I get a blue screen saying everything is fux0red.
Luckily I remembered having the same problem long time ago, ran recovery console and deleted the new ntoskrnl, restarted as normal, and put the old one back in my windir.
Anyone know why these things don't work for me? Can it be that I'm using xp pro instead of regular?

Wha?
2^8 = 256
e.g. 8 bit indexed image has 256 colors if all bits used.
2^16 = 65536
e.g. 16-bit images have 65536 colours if all bit used.
16 colours is a measly 4bpp.
BTW Headcrab, I think you missed my previous post on how to make it 16 colors <!--emo&:)--><img src='http://www.unknownworlds.com/forums/html//emoticons/smile.gif' border='0' style='vertical-align:middle' alt='smile.gif' /><!--endemo-->
And NES graphicsa are 8-bit quality.
Just thought I'd interject, because I have a cold and can't get back to sleep.
