Right click on your desktop and go to Properties, then to the Settings tab and press the button marked Advanced. Then go to your 3D menu (Or just OpenGL if you're using Omega drivers), and look for the option marked "Wait for Vertical Sync". Set it to "Always Off". Although I'd recommend you leave it on unless you're benchmarking, as it's always best to prevent texture tearing.

Before, I stuck around 40 FPS in HL. Now I skim 60 FPS most of the time. (This is with high quality settings in HL.)
