But if you cba to install linux then use Mozilla..I just boot in and out of windows and linux to play games etc
I am now at piece....apart from having to boot into Windows of course..
Probably a problem with the organic keyboard actuator, not completely sure though. You could just upgrade out of Windows 95 version A lol. Seriously, if all else fails, just frigen format, if the default download prog of IE is screwy it may be a sign to bigger problems ahead, if formating dosent work, I too vote for "out the window" and no more "Dude your getting a Dell!", more like "Crap! I'm getting a migrane!"
If you must use Windows (To be honest, Windows XP Professional isn't all that bad ), then I strongly suggest that you ditch Internet Explorer and use Mozilla Firefox (formerly Firebird).
It is *actually* better than IE in many ways
Also, add to insult to MS, use themes and stuff that resemble Linux or Mac.
Mozilla is awesome I still use Internet Explorer v6 just because its familiar, I memorized all the hotkeys and shortcuts and such, and does what I need it to do. But if it wasnt for that I'd be all over Mozilla, like Achanes said, it can do themes, among other things like enhanced download support, resuming, better cache managment, etc etc. Ohwell, hope ur prob works out.
Um, some random thoughts ... does your enter key stop working until the next reboot or just while the download dialog is up ? What OS are you running ? Does minimising the download dialog make any difference ? Is there that runs when you're downloading (check task manager). This could be some adware/spyware/malware that has patched it self into IE.

Go to http://www.lavasoftusa.com/ and download their free and excellent spyware remover. Update its reference file, let it do its thing, then remove all the crap it finds. Let us know how it went.

2: Try rebooting?
3: Use Mozilla Firebird
2: Lift(with your knees for god's sake)
3: Throw unit out of window, preferably in the most damaging way.
Repeat with said moniter.
I would post something helpful but, umm... I have no idea what the problem could be. Sorry.
