Server Cvars For Team Balance

Hey all,
I have ran a DOD And CS server for quite a while and am new to NS. I just love the new version and so do my server patrions. However, I have a couple of issues that veterans have brought up to me that I wish to address.
1> Auto Team Balance. Is this a cvar or do I need to install AMX and load up a plugin? Currently, I can have 10 players on one team and 3 on another and the server seems to think this is ok <!--emo&:0--><img src='http://www.unknownworlds.com/forums/html//emoticons/wow.gif' border='0' style='vertical-align:middle' alt='wow.gif' /><!--endemo-->
2> Balance issues: Alian resources seem to grow in exponential amounts as the game progress'. I have not been able to put my fingar on it (READ: Noob NS Server operator) but others that have played the game for a while have noticed this and wanted me to look into it. An Example givin to me:
About hlaf way though a regular game (mp_timelimit set to 60 min, also, not a CO game) Alians seem to be able to gain access to the "Big Rino" looking guy (The name escapes me for some odd reason), while the Marines have not been able to gain access to heavy armor. So, seems to be a balance issue here.
CO maps seems to be pretty even, however (They seem to be more popular on my server now :-D)

The res thing is probably rfk (res from kills).. which just means the marine team is worse then the alien team..
There is a team balancer for NS. Requires amx
