Adminmod Reserved Slots On 3.0

What is the Access Level?
Unless I give my Admins full access on the server (131071) the Reserved Slots won't work. If I give them Access Level 32768 (for reserved slots) it won't work.
So perhaps 32768 is incorrect? (Latest docs dont show it).
AdminMod 2.50.59, MetaMod 1.17.0a

Has anyone had luck issuing reserved slot with LESS than full access level?
