since it runs when you don't have the file in that folder, there is reason to believe that adding startupvids.txt with the following lines in it
media\uwe.avi media\trailer.avi
may make them stop playing. If they continue playing, just delete those two lines. If that doesn't happen, you could try deleting the two files. If the result is error messages upon startup, you could try creating blanks in their places.
I am totally fine with the videos, many games have them and as long as they aren't irritating, and I can skip past them with esc, they can stay.
What I would suggest though, is making them a bit better quality, and if possible, get rid of the Divx logo in the bottom right. This will make them look alot more professional, and we all know that's the reason they are there in the first place.
I'm willing to pay a few more megs in download size to get better intro vids.
Alternatively: Under the "My Games" menu in Steam, right-click halflife and go into the properties window. There, click on the Launch options button and enter "-dev" in it. Like you would a shortcut, except you don't need to put the path to your hl.exe in it.
BTW, the display of the DIVX logo is a setting of the decoder on your computer, it's not encoded with the movie itself. Go into the DivX settings and disable the logo.
I agree it's too low in quality, though. Too many artifacts. I know in terms of space, it's a problem, but...
I think the videos are cool, and let a server fill up to watch them the first time they came on (even though I had already seen it). But I don't need to see it everytime, an option to play the startup video should be available.

The reason the videos are annoying is if you alt tab durning or while you start up ns you CANT escape the videos, there is no way to skip em with out closing the whole thing down.
I would deffinatley like the videos to play once by deafult and then never ever again

Some people don't get the startup vids, me included. It's a known bug.
