Right-Click on your Desktop, hit PROPERTIES. There should be an "ADVANCED" option, hit that and then (depending on your Graphics Card) there will be the option to enable/disable v-sync etc. Good luck, let us know how you get on.

Nvidia cards have an option to disable them. With the newest driver the ati cards can v synch be disabled 2 ways, one is is a slider that goes between peak performance and peak quality, the other is going into custom settings and set the slider for v sync to zero and cross the box with apply special settings (or custom, my windows is danish <!--emo&:)--><img src='http://www.unknownworlds.com/forums/html/emoticons/smile.gif' border='0' style='vertical-align:middle' alt='smile.gif'><!--endemo-->)

V_Sync is verticle sync right?
If it is, then something is wrong. For some odd reason, on average I get about 30-60 fps. I should be getting 150+, being I'm on a GeForce FX 5600XT. Could it be my monitor?

Right click on desktop -> Properties -> Settings -> Advanced -> Open GL and D3D click on the appropriate option for vertical sync thing.
