I vote for <i>Thief II</i> - simply because it feels like a more refined <i>Thief</i>. Better level design, and more memorable setpieces - the bank's marble floors, for example, or rope-arrowing your way down from roof beams to avoid setting off pressure traps. Also, no damn undead everywhere you look.
No other stealth-based game has had anywhere near the tension and adrenaline of the <i>Thief</i> games. None has come close to being able to make you enjoy hiding in a shadow for a long time, petrified of moving. Its stealth <i>is</i> the game - none of its competitors has had the same level of freeform exploration (not even <i>Deus Ex</i>), nor been designed as cleverly (eavesdropping on guards for clues, and the cunning array of special arrows, for example).
It's worth pointing out though that since SS2 uses the same engine it can be played the same way - keeping to shadows and staying silent - and is even more fun, and tense, if you do so.
Oh, and quit dissing <i>Splinter Cell</i>. Sure, it may be utterly linear with non-thrilling AI, but it's completely addicting. I think I must have played it through more times than any game except <i>Half-Life</i>.

I'd have to agree with the Splinter Cell fans here on the boards. While it may not have been the first of its kind, I believe it is one of the most terrificly refined stealth games around. Fortunately enough for me I didn't experience any of the problems some folks have posted about (Buggy AI? I thought it was pretty good- better than MGS2, at least.).. The ending.. I didn't expect much of an ending from it really, so I wasn't disappointed with the phonecall version. What can I say, I think the first Tom Clancy game in which you play a lone agent did pretty well- also, I thought Sam Fisher sounded cool.
As for the sequel (Splinter Cell: Pandora Tomorrow), I think it looks terrific and I hope to get it as soon as it is released. If any of you get a chance take a few minutes to check out some screenshots and previews, I'm sure www.gamespot.com has it covered on that front.
Thief and Thief 2 were both very, very good games but I suppose I picked SC over them because I'm more into the modern scene as far as Stealth action goes. MGS and MGS2 were also good games, but I just don't think they out-play the aforementioned Splinter Cell. After all, you did get much more ammunition in those two games than in Splinter Cell. In fact, I'd bet that you got more ammo in the first hour or two of MGS than you do in all of SC... Anyway.
That's just my two cents on the entire stealth deal.

As for MGS2, on extreme, or hard mode, coming across a silenced weapon doesn't happen for quite some time. Ammo is scarce as well. In fact, you can bet your bottom dollar that the noise created by that socom will attract gaurds. These gaurds will shoot you really good.

and so i turn a corner and a guard does the (!) thing, which lasts barely any time at all, and gives me a 12ga SPAS tap in the chest. instant game over.
it was hilarious, i was honestly expecting a crap rifle like normal mode. from then on you discover that the guards' makarov pistols, AN94, AKSU, and M16 rifles, and P90s are VERY powerful. and the shotties are just BOOMdead. really adds a new dimension to the game, a dimension the critics in this thread have obviously overlooked.
