I think I have seen your speed hacker, but I can't be sure because it was on a WON server and I don't remember his name. It was a while back though. But I do remember that he <b>was very</b> blatant with his speed hack and very prejudice. CC spammers are a lot harder to corner though... Anyway I was going to ask how effective SteamID banning is now that Steam has had the account problem fixed. I mean it is still dependant on CD keys... which is sadly, still available on the internet I'm sure. I mean, won't this guy just go out and get another CD Key?
If this guy has a Static IP then an IP ban should be very effective. Personally I have seen all sorts of browser software that grabs your IP and ISP information and displays it back to you, isn't their some way you could determine what ISP he uses, and from that see whether he had a dynamic IP or not? I'm not thoroughly educated on this subject, and it shows, but I figure the same principles apply with a server and client relationship.

He was using both movement speed hacks and weapon speed hacks. One game the marine team was all dead, but him so we were all watching him. He zipped to the hive and proceded to kife it and was doing like 700 damage a second. Killed the hive in like 15 seconds, then went to the next one and repeated. The aliens all gang rushed him and one skulk luckly got him.
His name is CSC-Yolt and that is the right steam id they posted earlier....
