Well, a problem...
i just thought bout gameplay, when i read things bout resources. well when u r low on resources u can't respawn when u r dead. and u can't buy goood weapons.
and it's also well know, that u can kick players easily via vote or via admin.
so, and newbs often die a lot when they play. and i mean often. they run into action and die. and of course everyone wants to play, but when the newbs make u go on low resources, then it would be hard for the rest of the team. why won't they get kicked? they r wasting the resources!
did i get something wrong?
well, just a thougt.......

You can respawn no matter how many resources you have. You cannot respawn if your hives (aliens) or infantry portals (Marines) have been destroyed.
You cannot buy good weapons or upgrades with no resources. This is by design.
Right now you can only remove someone from commander mode, not kick anyone (unless the server is running Adminmod or something similar and allows that).
PS: This post is incredibly hard to read. If you write more clearly, it will be easier to answer your questions.

When you are low on resources, you can still respawn, as it takes no resources. Also, players do not buy their own weapons, the commander gives weapons to players who are helping the most.
You can kick the commender out of the console easily using a vote, for plaers you will need a votekick system installed, which will not come straight with NS.
However, if eel that these so called 'newbs', if they are running into action without teammates, deserve to die anyway. It will teach them to stick with their team. They will not waste resources, they probably wont get kicked, but theres no reward in the game itself for running off on your own.
Edit: Pshaw, Monse beat me to it.

that sounds good!
ok, when u just need respawn points to respawn, how long is the delay between to respawns on the same point?
LOL
Exposition: This is the introduction chapter. In these chapters, the characters and plot is introduced. You get a feel for the characters, your starting gear, the opposition, and the map. The commander lays down the basics and the plot (tactic) is introduced to the reader.
Rising Action: This is where the action takes an upward swing. The real plot is introduced. Perhaps it is different then the conflict you originally anticipated (for instance: Perhaps you thought that the main fighting would occour in atmospheric processing, but instead it was mainly at the airlock). This is where a majority of your research is done. You pick a technologies and pursue them, or opt to outfit your marines more heavily now instead of research. Here is where the major battles over nozzles occour, and where you will see the biggest influx of resource points.
Climax:This is the heighest point in the game. This is the moment when all the game is unveiled to you, and the errors are thrown in your face. At this moment, you realize either defeat or victory.
Maybe you are on the underside:
[a] At this moment, you realize that maybe all those RP's spent on Shotguns could have been used to research Power Armour.
[b) You now look back and see all the time you wasted spamming sporeclouds into the marine base.
[c] You realize that you should have spent a little less time on securing nozzles and more time cleaning out a hive.
[d] That cloaking upgrade dosen't seem as usefull as it used to be...
But perhaps your on top of this Climax:
[a] The sound of your hoves beating on the metal floor is worth 50 hours of guarding that double nozzle room
[b) Lerks don't seem quite so agile when you are throwing 100 rounds of hollow-tipped HMG rounds down a corridor every minute.
[c] You realize you were so wise with your Resource Points and research options, you build turret factories in two's just to mock the aliens.
[d] You drop 70 Resource Points worth of weapons listen to the sickening and snap of the hive breaking free of the ceiling.
Falling Action: Should you happen to live through the chaos of the climax, you will fel the action start to fall. Joy is replaced by doubt, as your bottomless pit of Resource Points drops to a pithy 23. Terror is replaced by desperation, as you realize that the next 60 seconds my be the last chance you have at winning this game. Here is the all out, final push to wipe out the enemy. Suck the frosting off your donuts, because that's all the energy your getting in this final push to win the match.
Agreed. Also, marines play like any other fps, while aliens play more of a melee based game (they're most effective rushing in up close as opposed to shooting from a distance).
If you play other mods where you relly a lot on melee weapons ie: Vampire slayer, Pvk, you will pick aliens because you are used to the magnificent joy of watching somebody die in your hands rather than watching him die 100 meters away

Oh and I loved the AvP style of wall walking and it never confused or anything, i just hope I can get used to the NS style.
a big problem was, that it was hard to jump of the ceiling directly onto the head of a marine.
what do u mean with "it's different in NS"? how different?
