Strange Keyboard Lag

A few weeks ago I upgraded my graphics card to a GeForce FX 5900. The problem seemed to start then, although it may just be coincidence. I've also never seen this problem on any other game.
Anyway, it's as if my keyboard is lagging somehow. I can press a movement key and there is often a noticable delay before the game responds and moves me. If I'm looking around with the mouse and trying to move at the same time, the display will jerk from frame to frame at something like three frames per second. Even when I have a sub-100 ping I still get this. It's not happening all the time, it's quite intermittent.
As you can imagine, it's caused my death on numerous occasions (not being to turn quickly enough to shoot a skulk, or overshooting a marine and chomping on the wall and not being to spin round to get him).
Anyone else seen this sort of thing? I don't think it's network lag, as I never see anyone else having movement problems around me (they all run about quite smoothly, it's just me). Even when I'm typing a chat message there is sometimes a delay between the keypress and the text appearing on the screen as I type.
To help me diagnose it, can anyone remind me what the console commands are for
setting max fps
showing network statistics
showing current fps

eh.. i also got a problem similar to that but i cna still manage to kill the skul, just that it turn slower
It's very odd, it's almost like the mouse and keyboard are conflicting with each other. Sometimes it is all fine until I try to move with the keyboard and mouse at the same time, then it gets all jerky.
