Lag Issues

<div class="IPBDescription">God this sucks...</div> Ok.. I've searched the forums here and found no real info I could use, so i'll tell you what I get when playing.
About 4-6 months ago I quit ns cause my lag was starting to go thru the roof along with constant flushentitypacket errors. Before that I played cs for 4 years and ns since it came out and always got a constant ping of 150-250 and no lag spikes. But now I tried again trying all the tweaks with the cl_cmdrate, cl_updaterate and rate, I would also try to mess with cl_rate, but I don't know what I should do with it.
Here's what my net_graph 3 says:
in:370-390
out:20-90
choke:4-90 "mostly 90"
and my ping will stay around 250 but will jump to 800+ when there's a big group of people around me.
Here are my Comp and Internet Specs:
Pentium 4 1.8
256megs of DDR 2100 Elixor
Geforce FX 5200
U.S. Robotics Gaming Modem "56k"
MSN for my ISP
I sure do hope someone has a solution for my problem cause I pretty much wanna get back into NS..

If this doesn't solve your problem, check to make sure nothing is downloading while your playing, i.e. Kazaa or BitTorrent. Disable any Windows XP services (Start -> Run "services.msc") Check <a href='http://www.readyroom.org' target='_blank'>ReadyRoom</a> for the XP tweaking guide that will explain what the services do and which ones you can disable.
Then run a virus and ad-ware scan to make sure nothing is wasting your bandwidth.
Other things to try are:
<ul>
<li>Installing new modem drivers.
<li>Call your telco provider and get someone to check your phone lines, surges due to storms can sometimes deteriorate line quality.
<li>Get a friends modem and try that.
<li>Try a different ISP
<li>Try your modem/computer/ISP through another phone line in your house.
</ul>
Its a process of elimination, just rule out things that are working, until you find the culprut.
Some servers I'm ok until I see a few turrets or 2 marines or so .. then my ping more than doubles .. from 220 upto 700+
I jutter about and generally die at that point .. unless I fluke a bite or two ..
Are there any settings apart from the normal ones (mentioned above) to help with us poor 56.6kers?
Something that might tell the server not to bother sending info about what way the turrets are facing etc.
something like cl_allow_minor_info_downloads 0 would be nice heh does anything like this exist?

well, if your on dial up.
Start --> Controll Panel --> Network Settings --> YourConection --> Disable QoSPkt Schedular (I think thats the path for XP)
