Post specs so we can help you. Also, what you're saying about your BIOS isn't very clear (to me at least).

Well, since performance is degrading.. you have your memory settings[screwed up] as in your running at too high an fsb and are getting errors that will screw up your game, your agp voltage is too high causing artifacts and slowing it down, a memory leak, or somethine else. We need to know your motherboard type, and video card type.

Ok, sorry for not making it clear enough
my specs are as the following

    Windows XP
    512 DDR Ram
    AMD Athlon 1800 - 1600mhz
    Radeon 9200 AGP Video Card
    512k Cable Modem

Right, well the BIOS is the blue screen thingy which you can go onto when you start up your pc. I had to set it to default and before a PC wizz had set all the settings to optimize maximum peformance. I appreciate your help guys, keep it up.

and said drop in FPS showed up directly hafter so called 'pc wiz' messed with your bios?

If so I would suggest getting this individual to undo what ever he did to your PC.

My general rule of PC tweaking is: If you can't do it your self don't do it (generaly b/c if some one elsemesses up your comp you can't fix it)

no no no you misunderstood what i wrote. This pc guy set up my BIOS after i got my new video card and it worked really well, but a few weeks after i was forced to send it back to default, making it run kinda worse. (he knows what he is doing, believe me)

ummm, ok, seeing how as your best guess is that it is tied in with your bios settings, we need to know:
    What he changed
    Why you changed it back

He probably overclocked something, resulting in a faster computer, but having problems due to heat and instability
