Game wise, not story wise.
How does teleporting work for Blinky? Do you target a spot with a 'weapon' interface or do you press a key and get x seconds invisible and you can move super fast? Just curious, PTs can probably answer this.

You're then instantly transported to the first polygon you would 'hit' with the crosshair.
It's pretty intuitive in game, you can't teleport yourself through walls or other solids.

Oh, and no, you don't get stuck in triggers. Although you always may blame it on them
trigger brushers are not a part of collission detection or anything else. just entity information. so no, they don't impact anything.
i know there´s a cooldown because its obvious but, i wanna know the time it takes to recharge.......
If the latter, how long does it take for a lvl4 to switch "weapons"? And come to think of it, DO the aliens have weapon-switching time? Doesn't seem like it'd make much sense, but I can see why it'd be included for gameplay and aesthetic reasons.

And only one player would see it, so you wouldn't have to send the info out. At the very worst, it'd cause one person to chug, and it wouldn't be hard to have it be toggleable.

that might get tricky too, cuz if you just do really short blinks then that would be really cheap?
scratch that; solution: have an base cost for blinking and add more to it as you go past a defined distance
All I can say is, blinking is one of the best things in the game and its why I play as the scions (aliens) so much.
