Spiking Ping In Game

I am having a problem with NS where everytime something big start happening. Such as we attack a hive, or 3 or 4 skulks attack me or my party my ping jumps from a very low 52 or so to about 400-500. Making everything seem seem like they are teleporting around. Now I have a geforce 3, a 1.7 ghz processor, and a Cable modem which as I was informed only had about 5% capacity on it so we almost never get not get the maximum download rate from our Cable modem. I have noticed that my choke though will start off about 1 and just walking around will cause it to go up to about 20, then as soon as something appears it shoots up to 50 and the bad things begin to happen. If anyone has any suggestions or can even explain what choke is I will be very thankful.

ping, choke, and loss have NOTHING to do with anything other than network stuff.
what I would suggest is going to dslreports.com and attempting to tweak as they tell you to
also call you ISP and tell them your are experiancing segnificant choke in games, ask them if they might know why (it can't help to ask)
