Your best bet is to pay out a few bucks for professional hosting. In this case, I'd highly recommend IPS - it's the same company that makes the Invision software. A very reasonably-priced US$10/mo will get you a decent "forum-only" setup - 10gb traffic and 50mb of storage space per month.
If you also want a bit more in addition to the message board, try bumping up to a web hosting package - US$14.99/mo gives 20gb/mo traffic and 200mb storage space, 10 email addys, 5 ftp accounts, 2 subdomains, and more.
I've been using their $14.99/mo package for the past six months, and I've never had a problem with it. It's very fast, extremely reliable, and their tech support is very quick and helpful.
[EDIT]oh yea and put a website online....i do this [/EDIT]
Why "install it himself with the $14 package"? Invision can come pre-installed and the appropriate databases pre-configured with any forum or web hosting package at IPS, all at no additional charge.
Either way, you can get a fully-operational Invision message board at a very reasonable price.
www.invisionfree.com
that'll give you a free forum to run, and its very much configurable, but i think u have to email them if you want a skin putting on, i'm not sure
