1./stuck near a window and get into space. (takes effort)
2. Saying Stopcommandermode and Startcommandermode in console.....

The /stuck issue is being addressed in 1.1 by eliminating stuck players altogether so there would be no need for the plugin and thus no map expoitation using this.

If it's something absolutely game-crippling pm it to the devs or admin and they'll pass it on.
He probably knows all the bugs you do and then some.

sorry, but the bug forum clearly states that Flayra has a very good overview of all current bugs and therefefore the bug forum has been closed for a good reason because they haven't seen any bugs in the two months before closing the forum.

So, thank you for caring, but please don't post any more bugs until 1.1 comes out, and when you do find any (if), use the search function at the bottom of the relevant forum to see if it's already been mentioned.

/stuck is a plugin, and is not Flay's responsibility.
stopcommandermode was fixed in a server-side update. If you download the 1.04 server patch, you will get the updated code.
The bug forum will reopen after 1.1 is released.
