1.1p Tournament Mode Handicapping?

<div class="IPBDescription">..some care to clear this up?</div> Hi, I just read the 1.1p changelog and nearly had a heart attack when I saw this :
O Changed handicapping to reduce damage done instead of affecting resources (means build orders and tech are the same, but battles are harder for handicapped teams). Handicapping only takes effect in tournament mode. I hope someone gets around to testing this soon, perhaps between the PTs and Vets (vets with a mp_team2handicap of .7 or so?).
Does this mean in clan games, the clan who is losing, will suddenly become harder to kill? I thought clan games were supposed to be played on a level playing field to see who is the best clan? Is this variable constantly changing depending on which team is killing most or is this a variable that is set at the start of a match and doesn't change? If it is set at the start, no self respecting clan will ask to have the handicap, because that would just make them look really bad.
Can someone "in the know" and I mean someone who has <b>cast iron</b> word on what this does please enlighten me. Please no, "I agree it sounds bad", or "No, it sounds ace!" posts, also no "I <i>think</i> it will <i>probably</i> be xxx" replies

ProClanBob vs NewbClanJon....
if they want to play a match... and NewbClanJon is too afraid.... then ProClanBob has a handicap set on them... less dmg etc.... to give NewbClanJon a better chance....
.7 would be 70% of normal damage for the "good" team, while the "bad" team remains at the normal 100% damage.

ewww, I hope that never happens cause I think that'd throw balance out the window.
A gun and 50 bullets dealing half damage is alot worse then a skulks bite doing half damage. Your talking 2 clips AND the reload time compared to 6 bites over 3. Ouch
