I have already tried reinstalling 1.0, Reinstalling the won ip list.

OMC it's broked!
What you need to do is find out WHAT is using those ports...
open up a command prompt and type in netstat... that will show ports currently in use.... find out what you are connected to...
it may possibly be a Trojan.... probably not but its a small possiblilty
clientport 27000
or
clientport 27001
etc,etc....
