    I don't know what you mean by "burst effect", but the effect on the bar I made simply by making it 50% transparent and selecting a proper color. (I am assuming it is the bar that has "Sunrise" written on it)

    And if you are talking about the effect above "Sunrise" I made that by first making a square with the same bar color, then using the eraser to erase some spots.
