In addition, doing a StarCraft mod is risky in legal terms. A StarCraft mod for HL1 was planned, but as far as I remember it, they got shut down not too long after showing off their models of a Terran Bunker.
The Valve team will have a "Valve Peak" or something of that matter that im pretty sure releases the SDK and also gives the mod developers to play around and figure out the capabilities of the engine. They did this for HL1 if i read correctly so im guessing it will happen probably a month or less before the game comes out. For a Starcraft mod you will need Blizzard's approval to use the name "Starcraft" and the models they use and the names... etc... so you should either email Blizzard or change ur ideas a bit
well if you do a good job ill be looking forward to it commander

It is a very tricky area, and claiming ignorance would be a good idea, if you send a letter asking to do it, and they say no, you've got nothing and gone nowhere. As long as you're not selling it, they won't get the lawyers involved without giving fair warning. So go ahead, do it, if they notice and say stop, stop, but if they don't, hey, carry on, have fun
Just if anyone was wondering, i got free Duke3d mouse pads, two games and also two tshirts, for making a mod... When i say making, it was +really+ poor, except for the amazing work done by the modeller.

Someone apparently planning an HL2 mod already anyways.
"You heard me right! A fellow by the name of, RiP, has contacted me via email to let me know that one of the first Half-Life 2 MODs will begin work very soon. He is is need of a web designer for the web site of this upcoming MOD. He has told me that I can't talk about any of the details of what the MOD will be about, so I will not.
RiP also currently works for two Half-Life MODs: Leave No Man Behind and Medieval. In addition to these two Half-Life MODs, he also works for a Battlefield: 1942 MOD called Urban Infiltration. Remember, he needs a talented web designer to design the web site for his upcoming Half-Life 2 MOD, so if any of you are interested in helping him out, you can reach him at: rfareda@msn.com."

Valve's plan is to release the SDK before the game is released. No word on how much before. I'm guessing as soon as it's finalized.
September I forget the exact date but it is September.
