How Many Servers Can Run On A T1 Line?

It really depends on how many players your server will host. I have a Full T-1 line on my server at the moment and I can't host a quality game of more then 12-16 people. Why, you ask? Because the complexity of the game and the number of entities the CPU has to process causes high CPU usage. Basically, what I'm saying is, it's not the T-1 that will be the bottle neck, it will be the CPU of the server machine.
Bandwidth wise, I use very little of the total T-1, only about 270-300kbps. If you had multiple machines you could 3 (maybe 4), 12 player servers on that T-1 with little lag introduced.
All of this will change eventually when NS 1.1 is released. NS server Engine refinements and map design changes will allow many more players or a number of smaller games per server to run simultaneously using the same amount of CPU usage. That will allow you to use of some of that bandwidth you have there. Hope that helps anwer your questions. For future reference, you should check out the Server OP forum for more details.
