Leap does damage based on the number of touches you perform against your enemy. This means, the number of times your hitbox rubs aginst the enemy's without you sticking to them.
Because skulks automatically stick to everything unless you crouch, it would be a good idea to crouch while you leap to maximize damage done.
However, leap wasn't meant as an offensive move, it's very effective for reaching roofs, covering the gap to an entrenched marine quickly, or running away.
yes its the number of times your hitbox touches the enemy's hitbox. for some people its harder to do than others. and just like redford said sometimes its better to rush at a rine using it cause it surprises the rine when your walking then all of a sudden *poof* you jump straight into him and then use bite to finish him off <!--emo&:D--><img src='http://www.unknownworlds.com/forums/html/emoticons/biggrin.gif' border='0' style='vertical-align:middle' alt='biggrin.gif'><!--endemo-->
I came here hoping to answer a leap question, and I found out something new about it! I didn't know that sticking to an opponent stopped the damage. I'll have to try that out the next time I try leaping offensively. Thanks Redford!
Redford is corret though - leap is best used for escaping or entering combat very quickly. I've even leaped over the marine's heads a few time to confuse them so the rest of my buddies could close. It's a very great tool.
In case you were wondering about how to effectively use leap to move, let me touch on that. From what I've experienced much of the leap is due to the angle you're looking at. You can also use it more than once in the air to increase speed or change direction (uses energy both times though). You can easily spring straight up into the air onto high ceilings, which is distracting just like leaping over their heads, but also might allow you to get the drop on those marines from a direction they might not expect. It's a lot harder to hit a skulk on the ceiling since the fire spreads out in a cone over distance. It's very fast to close the distance by dropping on them too...

Its pretty much the definitive guide to leaping. BTW, you don't need to hold crouch.

LEAP DOES NOT STOP DAMAGING WHEN YOU STICK TO A PLAYER
HOWEVER leap does only damage when you are pressing forward (or standing on their head). It works EXACTLY like charge, so keep pressing forward. Duck is useful to stop yourself clinging to a ceiling or wall mid leap that would stop you getting to where you want to be (eg in vents ALWAYS press duck).
Leap does 4 damage per "tick". The number of these ticks is dependent on your fps, so if you have a slow computer, do not try to leap for damage. At FPS 100 you can do upwards of 352 damage per leap (some reports nearer 400).
I did a very comprehensive study on this so read that thread to find out more!
BTW you can kill ANY HA (level 3 armour included) at 100 fps with just 2 leaps.

In 1.1 the leap damage WON'T be FPS-dependant ( nothing will )
