Very Odd Hl Problem

I can play HL or any mod just perfectly with no problems, but if I close it, it won't work again until I reboot. The second time I load HL, it just hangs when the menu system thing loads. If I try to bypass it and go through All-Seeing eye, it still hangs because the menus briefly load. So I have to reboot, then it all works perfectly again. I've recently discovered that it also works again if I leave the computer for several hours.

lets try some stuff:
before starting HL kill all nonesential programs (do this through the taskmanager)
after exiting HL see if it is possibly still running
igf you start HL and it hangs, can you kill it via task manager?
have you tried reinstalling HL?

A half-hour ago I finished a round of NS, and quit the game. I was surfing the web when my browser stopped responding. This has been happening a lot so I hit ctl-alt-del to kill the browser, when in the task manager I noticed that hl.exe was still a running <b>process</b> (it was not listed under the programs). So I killed the hl.exe process and was able to restart Half-Life without a problem. I've done some testing and this seems to be the problem that I'm having. I'm not terribly familiar with Windows 2000, but if you can kill processes (not just programs like Win98) with its task manager I would at least give it a try and see if it helps.
NB - I found it was possible to have several hl.exe's running as processes, and I found you need to kill them all to get the game to start.
