2. Open a command prompt (start | run | cmd) and type 'SET'. Verify that the path specified by the TEMP variable exists and is writable.
3. Verify that you are virus-free.
4. Come on back here and give us the word.
2. Checked - All present and correct
3. Scanned - No viruses present
4. Same error but different part of the install. Actually It's only been the last two times that I tried that I have had music with the install.
I currently two setup files of Natural Selection on my computer. One from your linked Mirror and another possibly from Fileplanet. One gets as far as installing splash.bmp (about 25% of the way) and the other gets as far as ns_titlescreen.mp3 (about 75% of the way).
When rerun both installs stop at the same point that they did before.
I have tried downloading the setup file with IE, Getright and Freshdownload with no success.
Type:
chkdsk c: /r
Hit enter. It will say that it cannot check now, would you like to schedule on reboot. Type Y for yes, and reboot. This will run a repair on your local disk, fixing any errors and moving any data off bad sectors. It's rather unlikely to fix your problem, but will at least eliminate disk errors from teh equation.
Just downloaded another copy from Fileplanet's Brazilian server and It got the error when it got to ns.wad.
Retested and they all get stuck at their various points.
Rerun the chkdsk command, but change it to:
chkdsk c: /f
Verify that you can create a sample text file in the following directories:
c:\windows
c:\windows\temp
The TEMP directory you saw listed in your SET command
This really sounds like a disk problem, but we shall see.
Just as an aside, what are these commands you are having him run? (I am just sorta curious)

/r Will locate bad sectors and attempt to fix them.
/f Will fix standard errors to do with the file system.
I installed ns from another computer on my network.
