  You don't. Its more of a visual feature then an actual thing that you can like mess around with
  
  Its basically like an enhanced half life spectator mode thingy
  
  If gives you map layouts, first person views, and stuff like that.
  All at the touch of a button or two.

  Yeah like the man said. You can jus cycle through different spectate modes while your waiting to spawn.

  It's off by default. But mods can have hltv support. You , the client cannot "activate it", the mod(dod,cs,etc etc) has to have "support for hltv", or in simple terms, implement this feature.
  
  If a mod doesn't have hltv support then no hltv for you(hltv not supported)
  If a mod does then hello 1st person views and map layouts (hltv supported)

  Ok, if you've played CS or the much more preferable DoD you'll already have seen HLTV. Regular HL Spectating let's Free Roam Camera, and Lock Chase Cam, that's it. HLTV allows a Picture in Picture mode with a Overview of the Map, and Person Eye view. It's just Advanced Spectating.

  hltv spectator crap is always on.
  connect to a hltv server to watch big matches.
