Quickly, I can tell you that it takes more than just having a strategy, like a typical RTS. You now have to deal with the morale of your soldiers, they are not going to want to do everything you ask, and unless you make yourself seem reasonably intelligent, they are not going to listen to you. Make sure you have played enough marine games, and know the structures and their uses from playing as a marine on foot before you play commander. You can always start a game on your computer, use the "developer 1" and "sv_cheats 1" commands in the console, and build all the marine buildings to see what they do and what their function is. "givepoints" is also a really handy command if you have cheats on, it gives you free resources.
Don't give up, you are going to command alot of teams into the ground before you start to see some wins, and your marines are going to hate you. They are going to call you names and tell you that you are the worst player they have ever seen take the chair, and they are going to eject you, and so on. If they don't like what you are doing, don't go all noob on them back in their face, just find a new server and start over. Ask before you take the chair, cause some more experianced players may be on the server who don't really like playing with a new commander and already have one lined up. Basically, just have fun, and try your best not to **** people off, you'll be sending your marines into the hive to blow it up in no time.
