Can’t find time capsules on ps4 in creative and can’t find the submit on rocket launch option so help me please!!

I'm not sure if they show up on Creative mode; my guess would be no. It's also possible the capsules are blocked by parental controls (according to the wiki).

Aren't most story things disabled on creative? Creative is for having fun building bases, or testing base ideas.

Haven’t found any in survival yet either: searched in most likely places and no time capsules
Maybe it’s because I’m not connected to the unknown worlds network and/or don’t have an unknown worlds account

I don't know about the specifics, eg what network you need to be on, but you do need an internet connection.

Hmm there might be something wrong with my ps4 cuz when I am logged in its light is white not blue but I am busy I will post a picture as soon as I can.

Does playstation have an equivalent of "xboxlive"? If so, make sure you're logged in on that.
