Can't build a Moonpool

I cant build a moonpool. I got the blueprint and the materials and it doesnt matter where i try or if it is connected to a base or not. I can "place" the blueprint down (so that the blue outline of the building is visible) but it just wont "fill in" the materials and build it properly...

Apparently this was a problem some time ago but i cant find any old threads about it
someone pls help ^^
