You know if you have the ingredience for something you should be able to make it rather you have the blueprint for it or not. The radiation suit for example you know it takes 2 lead deposits and 2 rolls of fiber mesh you should be able to make it and not wait for the PDA to give you the blueprint.

Just because you have the ingredients for something doesn't mean you know how to make it. Also, the blueprint is not for you, it's for the replicator.
