1. How do i see my fps in game? (something netgraph if i'm not incorrect)
2. What can I do to reduce my ping?
3. For "rate <!--emo&???--><img src='http://www.unknownworlds.com/forums/html/emoticons/confused.gif' border='0' valign='absmiddle' alt='confused.gif'><!--endemo-->" what is the fastest way to find the best rate? bigger the faster(connection?)?

As for fps, if you JUST want to see the FPS, use "cl_showfps 1", if you want the net graph use "net_graph x", where X is zero for off, and 1 for full, and other values show things more selectively.
Kazaa will slow you down... the question is... how much? If someone is downloading from you, or you're downloading, then it will affect your connection. And it will take some nonzero amount of CPU time. It's hard to quantify, depends on the system and settings.
For rate and ping, search for guides and tweaks on it--there are several geared toward half-life that I've seen.
