The Hull Reinforcement makes no logical sense

So why would a creature do full damage, but me smacking into the bottom of a planet cut the damage?
That makes the Hull Reinforcement USELESS.
I was wondering why creatures were doing the same amount of damage. That makes zero sense, on why it is like that.

My Seamoth gets damaged if I hit a spadefish. Stalkers and Sand Sharks on the other hand cant damage it.
