There was this tiny, free game sensation on Steam, called Moirai. And it has taught me to never EVER let other players be a part of my single-player experience in any way, especially not in a way that somehow defines the world/storyline. I highly recommend you read this PC Gamer's article about it, because it was quite the phenomenon. Case in point: my very first - the most important - experience with Moirai was... a steak of insults, swear words, and broken grammar spewed at me, along with a full spoiler of what was going on in the game and why.
I know it was said at some point that SN's capsule messages would be somehow moderated by the community via voting system, but... yeah. Can't really imagine viably moderating something like that if the game becomes really popular (and I guess we all fully expect it will do just that), and I don't exactly trust the majority of people to moderate responsibly, either. So thanks, but no thanks.
At least unlike Moirai, the time capsules are interactable and not a necessary part of the game. If you don't want to interact with them, you don't need to.
There could be an option to turn them off, certainly. However, consider this: if you're worried because you don't want to deal with the crap that could be in them, you don't click on them. If you are worried for people who innocently will go in without a care in the world and get bombarded or spammed, an option to turn them off won't help; they'll see the time capsule, go "That sounds like fun!", and go in either way.
They are, in essence, Easter Eggs.
And yes, there's the issue of the 'filtering' process. It may be worthwhile to try it in pre-1.0 in order to playtest how well the voting works. Or to seed a few test/examples to start things off, and remove them later.
Well the bright side is that if we see a capsule that doesn't fit or doesn't belong in subnautica we can downvote it and it'll never return again also from what i see when you build the rocket there is a chamber that has an empty one and you fill it with whatever you want (you better be putting memes in it) and then when you launch the rocket it drops it but filling it is optional

What I'm wondering is how they're going to be integrated into the lore, if at all, and how exactly the moderation system works. If the final decision as to what makes it into the game world is left up to the community I feel like a lot of it's just going to end up being memes and other random immersion breaking things.

It reminds me when the Trello card for the Time Capsule first appeared on the Epic Trello Thread page. @Coranth posted the entry regarding the TC, which prompted me to post my concerns regarding how it would actually be used by the community, versus its idealistic design. I'm still keen on my "interstellar radio" idea (unlocking an integrated chat function) rather than a Time Capsule device though. I do like the work UWE has put into this, but if I'm being perfectly honest I agree with @scifiwriterguy... I'm not going to even build the thing, and I certainly don't want my gameworld littered with useless trinkets.
