Can't Set Up A Valid Server

Hey,
Everytime that I try to set up a Natural-Selection server, it tries to authenticate it with the WON Servers. This happens regardless of whether or not I am in the LAN section or not. Is there any difference between a listen server and a dedicated server. If so, what are the uses for each one. Also, how do I create a game on my machine, then join it to see if it works or not?? I also need to know how to write a server config file, can anyone point me in the right direction? I am really a noob with this. Sorry for all the questions.

    1) spend some time looking thru the NOOB part of this forum.
    2) check out server.counter-strike.net for some how-to's on getting going with dedicated servers.
    3) run into issues post here or go to the NSserver IRC channel(gamesnet, #nsserver).
