Sometimes we drop things that we dont need like rotten fish, or ores we have too many of. These stay there the entire game and are not only unsightly but probably don't help with performance issues. Why don't they eventually dissapear?
Because people might want to pick them up again due to their inventory being full, they don't want to build Waterproof Lockers, and they aren't currently able to build a base. It is not always rotten fish or trash that people drop. Trashcans can be discovered and built in a base that will be able to dispose of unwanted materials. There is also the Biohazard Trashcan that deals with depleted Reactor Rods. These trashcans are currently only available in Experimental, but should be available to Stable by the end of the month.
You can always keep the unwanted items in your inventory and remove all your equipment from your paperdoll UI (I suggest you stash them in a locker for safe keeping). Once you have all the stuff you want to keep secured, you can use they debug console to use the command "clearinventory" without "" and voila! Unwanted items gone
Well, that might be a feature if developed well - you drop extra seeds you don't need on the floor of ocean - they should start to grow in compatible soil.

Outta sight, outta mind.
Accurate representation of @DaveyNY's base:
>Come back day later
>shit still there
Wow so realisims
Base is about the right size, but the pile of garbage should be the size of Olympus Mons.
Close, but the base should be on top of the pile.
