Feedback not working in game

When I press "give feed back" it says " something's broken. Are you connected to the interwebs? If you are and still get this error, tell us about this ion the forums. the link is to the screenshot I took in a document

If you are playing Steam version in the Offline mode, it will tell you that. Are you playing Offline, steam version?

I'm also a Steam user, not running Offline (I never do) and I get the same "Oh No!" message when I hit F8
