I believe I've missed where this little guy comes from. He's going to be added to the game and given to people who bought the game before release, right? Or is it only for special edition purchases or something else?

Anyone that bought the game before release. There is the Alterra Edition that granted a hull plate with an unique number on it, the Alterra Corp suit which is a combination of Still Suit and Radiation Suit, and Soundtrack. Owners of Natural Selection 2 get their very own Mysterious Egg which hatches into some type of companion. Considering that the Alterra Edition was released in 2014, only had 10,000 copies available, and the Suit and Egg don't appear to be in the game, then we have no idea what is happening with those rewards. All that seems to have been rewarded so far is the hull plates.

If you bought the game in early access, you will get one once the game is officially published.

For now you can spawn one with console commands.
