Have you waited for the Aurora to explode? I think there are no fragments until then. Also, are you playing stable or experimental? If experimental, then what build number? The devs will need to now that in order to investigate.
Same here, after the Aurora blows, 2 new starts 30892 and 30923 I found nothing in the shallows in 3 or 4 wreaks. I have found the Bioreactor Fragment in one 90m deep wreak.
Also had to cut a few doors and nothing behind them.
I went to the one at 343 x -190 first because it has solar and other stuff before, but this time was empty. Went to 64 x 376 and jackpot. didn't even have to go inside.

Yeah the ones in the wrecks have been hit and miss, but can you find any in the biomes?
I can find some fragments others are impossible to find all. Found seamoth and vehicle constructor but only one seaglide and solor panel. Looked all around shallows and creepvines and all the wrecks in those area's.
They still need to work on fragment spawning in wrecks as i see that starting new games will make them frags move around which means they dont spawn in a static place. In one game youll find for example 3-4 solar panel fragments in one wreck and the next game you start they wont be there but rather in another different wreck or even split apart in 2-3 diff wrecks.
My suggestion for now is, if you find yourself struggling to find fragments in a game just start another one. ive done this and in my most recent game started yesterday ive found all the main early game blueprints (solar panel, seaglide, mobile vehicle bay and seamoth) in under 2 hours of gameplay. Keep in mind that the experimental mode is meant for them to test things so what you experience today might be completely different tomorrow

Solar panels should be static in the Safe Reefs, sort of a starting power source.
i'm play in localized version so i can not correctly name any blueprints, so, vehichle creator with seamoth and any other fragments located at FIRST wreck which was added to game. its located on radioactive zone border near fung. forest at left 'cheek' of Aurora. Moonpool, nuke, and other - on depth 400 meters far behind floating island at map rim. theree too deep.... a few wrecks are copletely empty and useless.
I went to a bunch of wrecks... found one for several of them... including seamoth, solar panels etc etc.... I did go to one wreck and found all the moonpool fragments!!! I was so happy.... but can't build anything to go in it.
this was save on previous update... got frustrated with everything so went and started a creative save and built a nice base.....
will try a new game on the new update I got.... see what I can get...
only have few wrecks I went to have fragments.... some outside. hopefully this new game will have fragments are the wrecks now....
