I am also having this issue, i have gone as far as completely sweeping over my computer for any errors and righting them, i scored a 1864 on the 3dmark test, and i am still, no matter what i do, uninstall reinstall, forcing launch on DirectX9, nothing seems to fix, HALP

That seems to me like youre suffering from the AMD bug that plagues this game. they did some sort of compatibility quickfix for it in the past but it still isnt 100% working for all AMD users. They havent done much of anything in terms of Optimization of the game so far, which explains alot as to why some persons owning decent machines have a hard time running this game correctly. The devs clearly stated in the past that releasing content is highly prioritized over optimizing the game's performance.

This is a very questionable strategy altho thats the route they decided to take and theres not much to debate on it. the most that can be done on your end is to make sure that you meet minimum requirements for the game, make sure that your display drivers are up to date and pray that they work on more stability issues in the close future lol

Well carp, seems like that is my issue too... Thing is all my drivers are up to date and i scored a 1864 on firestrike (the minimum is 950) and i am still having issues T^T
So it seems like the issue wont be fixed anytime soon, even if i meet minimum requirements
