Not a coder, but I doubt it would be. When the map is reset it restarts the server.
thats what i was fearing to be honest. There doesn't appear to be any kind of smooth transition and changing that i bet would be huge considering whats being asked

You best bet would be a third party program such as TS3 or Mumble, as that isn't tied into the NS2 game server application. But that would also mean, not everyone on said server is in there, usually...
Personally I find it quite useful that the server essentially restarts in a map change. It allows bugs or other problems to be resolved by a simple restart. It allows mods that fail to be reloaded. You could argue that if the game didn't have bugs, or if mod support was better, this wouldn't be a problem. I would disagree because every game has bugs and bad things happen. A server restart fixes most problems.

to bad the game wasn't designed from the start like this
modular designs can be very nice except what i have been told by nom and wooza is that NS2 is anything but modular.
