I think there should be a rookie only, casual/novice, mixed, and skilled level, as many others have said, but I don't think the current system would work for this. The game has a huge learning curve in not as much understanding the game as the amount of skill and precise orientation it takes to bite a dodging marine at fast speeds or hit a skulk moving unpredictably. The rookie title should be turned off when a player feels confident in his ability, and can be turned back on if he wants to continue playing with lower level players.
I think there should also be casual servers for people who don't want to invest a lot of time in the game and novice players; if you look at the reviews on steam they're almost all positive, and a big majority of the negative reviews were people who liked the game but had a bad experience from playing against really good players.
I think it also should be encouraged to kick people who are dominating a server to the point that it ruins it for others, and some segregation would make a better experience for everyone as it would result in more balanced and even games.
While I think the main source of this issue is the small amount of dedicated players making higher skilled players joining a lower skilled server because the servers of their skill is empty, if this system was implemented a little bit before a sale more players would hopefully stick around as they would rookie only servers where they can have a positive experience, and be able to enjoy the game on casual servers while the skilled players can enjoy games without rookies causing unfair balance. More player retention should solve the issue itself as people will be able to play on a server on their level without having to move up or down because their normal server is empty.

My experience playing on pubs are, there are actually 2 communities like other has said. The casual (me), I am ok, but not good. But I don't complain if we lose. But there are "rookie friendly" servers where the players are very serious, and I can see how that could be a bad experience for a new player because they are getting yelled at for not knowing what to do.
In all, I would support a "casual" tag instead of a rookie friendly tag as this implies the game isn't taken super serious.

@IronHorse given the small time windows I can play, I get on to what ever server is free. The larger servers are certainly more forgiving on skill, but some times I just want to play on the smaller ones, where you DO make a difference. By small, I mean 8v8 or 9v9. 12v12 is ok on some maps (the larger ones), but generally if I have a choice between a 18 or 24 player server, I would prefer the 18.
i think game need matchmaking like Counter Strike GO , even if our player base not much crow like CSGO , developers should make MM to reduce time player have to "idle in a server" to wait a game start

We don't have the playerbase to make this happen. You would end up on a server with a very wide range of skills in order to just fill the server so you'd still end up with uneven teams. Not everyone would use MM, a lot of players would still just join community servers. We would need significantly more players to really have a functional matchmaking system.
If you want more organized games, you should try out either Pick Up Games if you're North American or Gathers if you're European.
