FMOD for NS2?

I've been wanting to make a sound mod for NS2. I found some good guides on the forum, one in particular:

I understand the instructions, however I'm unable to find certain functions in FMOD. The author stresses the importance to get FMOD v. 4.38.00, I'm unable to located that. I've been using FMOD Studio 1.03.06 instead. It looks like certain functions have been moved or are missing. I'm unsure what the problem is, but I cannot create a .fev nor a .fsb file with it.
FMOD website lists several different packages, I'm not even sure which one to get to begin with.
If someone is or has been working with this sort of thing, it'd be great if you could point me to the correct FMOD package.
