The tech support forum is under the "Getting started" banner (Weird, i know)
    http://forums.unknownworlds.com/categories/technical-support
Anyway i'll let the authorities move you over to where you belong.
    just incase they're asleep...

    Check the "system_options.xml" in "%appdata%\Natural Selection 2".

    It should be in there.

having trouble finding the aforementioned file. I don't see a folder called appdata, just common -> ns2, and no file of that name in the ns2 folder, nor a folder called appdata...

"%appdata%" is a variable defined in windows that provides the path to the folder. You can get there conveniently with the windows run dialogue (windows key + r), then enter "%appdata%\Natural Selection 2" as Bicsum said.
Open system_options.xml in any text editor, then look for the line which will be something like <device>OpenGL</device> and change it to <device>D3D9</device>.

Type this into your windows explorer address bar and hit enter:
    %appdata%\Natural Selection 2
    or manually locate folder here:
    C:\Users\<USERNAME>\AppData\Roaming\Natural Selection 2
Hidden files must be enabled to access appdata.

    File you need is system_options.xml

Now change device line like this:
    <device>D3D9</device>
    <device>D3D11</device>

AFAIK this is a deliberate location. Can't get NS2 to work, get started here -> tech support. Or something...

As for mod applications, we tend to catch our mods using the masterball. Instead of having people apply :P
