  Ok first, you get the skins as steam-keys and they do work on all servers.
  Secoundly you will get a link to link your badge to your forum account. Later you can link your forum Account to your Steam Account via "Hive", look here for more infos: http://unknownworlds.com/ns2/redeem-in-game-badges/
