Trapezoid Missing & Console Transparent

This isn't actually happening to me. A friend has requested help with his game, and I simply cannot find any reference to this issue anywhere on the net.

The trapezoid indicating view on the commander minimap is missing for him, and his ` console is completely transparent. Obviously, this is not something he wanted to have happen.

How could this happen, and how can he correct the issue?

Verify game cache, if that doesn't work, then reinstall the game.

He tried reinstalling game. No luck.

Not sure if he's tried game cache.

Any other ideas?

That will have to wait for a bit. I'll link you when I get it. Again, not for me, or I'd put one up right now. Friend remains incredibly busy, and not extensively worried about the issue. I'm more of the OMG I CAN'T FIX THIS PROBLEM type of person. :P
