Unable to do anything once loading the game...

Hi ive had this issue since the free to play weekend ... i was hoping it would fix its self but it hasnt
i tried natural selection during the first free to play weekend and during the second one i was gifted the game from a friend and now after actually paying for the game im completely unable to play it ....
the game is asking me to Optimize but i cant click to allow it ... the only thing i can do is skip it ... if i click on anything in the menu the game completely freezes up and crashs ... the only thing i can do is shut it down from windows task manager ...
ive tried reinstalling 3 times ... verifying game cache ... non of these things work ... my graphics drivers are up to date ... id really like this issue resolved ...

how do i do this?
Load game from steam
game comes up with a box that requests to optimize but the optimize button doesnt work ... the only thing that works is the skip button ...
everything else loads / popups banners and stuff
if skip is pressed then everything in the menu is blank once selection is made
