Failing to compile shaders with new patch as well. Going on 2 months without playing this game now.

Hardware specs of my computer(maybe this will help with the problem in some way?):
I7 920 @ 4.0 Ghz
12GB Corsair XMS Ram Triple Channel
AS Rock X58 Xtreme Mobo
2x Radeon HD 5850's In Crossfire
OCZ Agility SSD but NS2 is on my 2nd drive, a 1TB Samsung Spinpoint F3 Hard Drive
Sound Blaster Z Sound Card

And of course, the zip file.

I have seen nothing in your logs which fits your problem description.

All shaders ingame ive seen load/compile. I have seen no errors worth mentioning.
(the few errors in are for all of us, probably because its not in yet or the idea was scrapped and not to worry about).

    * What you could do is go to your %appdata%\natural selection 2, and delete all shaders. (or just the entire folder if you dont mind redoing settings)
In your case I would suggest the entire folder. (rename if you wish)
    * Also delete all shaders in your natural selection folder in your steamlib. (the actual game folder)
    * Verify the game through the steam options. It will download any corrupt or missing stuff.
    * loadup game. Give it time! shaders must compile for even the menu itself and it will not tell you, unfortunately.
    * you may need to repeat above steps but also delete the actual steamcache before loading the game. See stickies.

Yes, i've tried doing all of those things in the stickies twice. I have also uninstalled and re-installed twice and lowered all graphical settings and put it on windowed mode. I still get that Runtime error while loading the shaders.

    I mispoke. My fault.

Does this occur in all render modes? opengl dx11 ? I would try those some people are having interesting issues with certain modes so give the other two a try.

Looking at you config and log nothing jumps out as being setup badly. So I would start with the above.
After that i might try a new display driver but you never know:)

    What dc_darkling said ^

Also, navigate to this folder \Steam\SteamApps\common\Natural Selection 2\_CommonRedist\DirectX\Jun2010
    And install DXSETUP.exe
