Unfortunately it did not help. After consulting some other individuals they suggested I reinstall Windows. I did and tested a few games which work, but when I try to launch Natural Selection I get an error message saying game could not initialize display device
Changing my pool rating from 1000 to 250 on my g9x and g400s fixed the frame drop issue I was experiencing.
This was driving me nuts for days... Im running two gtx 780 HOF's with an i7 @ 4.8ghz and my frames would go from 200 to 60ish every 2-3 seconds.... at first I thought it was turbo boost 2.0 or F@H running on light in the background. Then I thought maybe the frame droppage is purely a server side issue... who would of thought it was from a mouse pool rate O_O
I reinstalled Windows 7, Originally had Windows 7 Professional. Problem is now fixed. Dont know if it was Professional or just a bad install of Windows.

In the ns2 directory there should be a folder called_commonRedist. in that there should be an DIrectX folder run dxsetup.exe
If that fails to work remove the system_options.xml file from %appdata%/Natural Selection 2/
and good times should happen.
