Buildmenu.dds failed consistency check!

I'm unable to join consistency check servers due to my buildmenu.dds failing to match the server's. This all started when I made a mod which modified the buildmenu.dds file to eliminate waypoints. After failing a consistency check, I decided to remove the mod from the workshop, but I still can't join consistency check servers. It appears that I'm still using that mod even though it doesn't exist on the workshop anymore(see the photo below).

So far I have done the following to try to fix it:
-Unsubscribed from all mods
-"OBBY'S FULL NUKE" twice
-Reset the options.xml by deleting the 4920 folder
-Unsubscribed from steam cloud and used someone else's UI folder

Delete the file in the install dir and verify files.

Do you have -mods in the launch options in steam.

    Ghosthree3,
You fixed it! I forgot all about that!

    IronHorse,
Sorry about the mods; I have been playing the game on non-consistency checking servers since I went through all of those steps.

    Thanks for the help!!
